To complete this task you have to use any bolt-action sniper rifle of your chosing (Mosin Rifle, SV-98, DVL-10, Remington M700, T-5000M ORSIS, VPO-215 "Gornostay", AXMC) and kill PMCs with headshots.
Since this quest doesn't have any range restrictions you can try to camp high crowded areas/choke points or quest related places (e.g. somewhere where you have to plant items so target will be sitting still) or even go close quarters if you feel skilled enough for this.
