How to complete the quest?
You need to kill 7 USECs and collect 7 USEC dogtags.
USECs are easier to find on non-russian servers. If American or European servers are available to you, then better use them. You can change the server in the launcher by clicking on the gear icon.
You can pick up USEC dogtags from dead players, not necessarily killed by you.
