How to complete the quest?
Glukhar appears on Reserve and is accompanied by six well-armed guards.
They have good armor and many health points, so taking something serious like SA-58 with M62 ammo is recommended.
You will be lucky to find him in the barracks (Black Pawn) or the training building (Black Bishop). The easiest way to kill him will be at close range in narrow corridors, sitting in one of the rooms.
Meeting him in the area of technical repair points (Horse), it is better to take it from the rear sides of buildings to avoid going out into an open space.
The worst-case scenario is if he is at the transfer station near the depot (K). This is the most inconvenient spawn to kill Glukhar. There will be a lot of slots through which Glukhar shoots. In that case, you can also try using the AGS located on one of the bunkers (E2).
