How to complete the quest?

One of the Gzhels you can get from

Dressed to kill

. The second one can spawn on Scavs with a rare chance or can be found in buried barrels/stashes.

You can also get it from Ragman:

If both of the vests you got are undamaged, equip one and go to Factory. Let Scavs damage you till 32.5 or fewer points of armor, then extract and hand the vest over to Ragman.
