Take starting equipment - 3 Signal Jammers, - and go to Shoreline. You need to plant jammers on two antennas and a communication tower.
The first one is located on the roof of the Health Resort's west wing; the second one can be found next to the weather station.
The third jammer should be planted on the cell tower which is located on the mountain next to the weather station (when looking to the Road to Customs EP direction).
