Buy a Mosin rifle (Sniper) and put any optics on it.
Go on Woods and shoot scavs in legs and heads from 40+ meters away.
You can also try doing this quest by killing scav snipers (e.g. at the hydroelectric power station on Shoreline). Note that shooting PMCs will also count, so it's all about keeping the distance and shooting directly in the legs and head.
