How to complete the quest?
First part of the task requires you to visit Shoreline. Transformer box near meteostation to be precise.
Find on map
There you have to find four flash drives and extract alive. Flash drives are scattered around the box in trash/cans/on box/on the ground.

Flash drive #4:

It's recommended to move quest flash drives into your quest-stash on quest screen.
Second part of this task requires you to visit four locations where car exfils are located, and stash specific flash drives on specific locations.

While going to any of those locations it's recommended to take only one flash drive, which you need to stash, from your quest screen.
Third and final part of this task is rather clear: Kill 7 PMCs on those four locations above. Can be completed separately from stashing part (and in different raids).
