All spawn locations for the flash drive are at the new Rogue base, in the upper and lower chalet. So, we either need to clear it ourselves or wait for someone else to do it.  
New spawns are located inside the cottages. We will gradually collect all the information and update the quest.

Find all flash drive spawns (being updated)

After extracting the flash drive, reflash the radio transmitter in the hideout at the Intelligence Center level 2. Beforehand, make sure you have enough electricity to complete it to avoid bugs.

Finish the reflash, put the radio transmitter in your special slot, and head to the Lightkeeper.

Find the Lighthouse Keeper

When crossing the bridge leading to Lighthouse (if playing in a group), either the whole group must have

, or you will have to go in a solo raid. Otherwise, the Sightless will kill both the person with the transmitter and those without it. You must not approach the Sightless closely. Also, you must not aim at him, even from a distance. Otherwise, he will attack you.
